B) The publisher did NOT decide to change them.

The PRINTER, altered the color (by Tatjans Wood) on about 4 panels (ONLY) to make it look like they had bikini tops on WITHOUT the publisher’s permission. BUT, not a single dot of Wallace Wood’s drawings of women were touched — just 4 tiny bits of altered color.
